JUSTICE ANIL KUMAR UPADHYAY ORAL ORDER (Per: HONOURABLE THE CHIEF JUSTICE) 19-12-2019 The petitioner has prayed for the following relief: "For initiation of contempt of court proceeding against the opposite parties for their willful disobedience and non-compliance of the order dated 17.09.2018 passed by a Division Bench of this Court in CWJC No. 1868 of 2018 whereby the Court has disposed of the present writ application by directing the State Government or Director, Land Records to frame and publish the technical guidelines as per Rule 21 of the Rules, 2012 within a period of six weeks from today and, thereafter, the State Government shall recruit the required number of "Amins" as defined under Rule 2(xi) of 2011 Act to carry out the work of survey and settlement as per the Act, 2011 and Rules, 2012

Patna High Court MJC No.1103 of 2019(4) dt.19-12-2019 3/3 at the earliest so that the work of survey and settlement, for which the Act, 2011 has been enacted, is completed in the State of Bihar by the State of Bihar within the time prescribed by the committee. According to the minutes of the meeting held on 04.06.2018, the State Government is directed to see that the work of survey and settlement under the Act 2011 is completed at the earliest. It is further submitted that after lapses of more than 6 weeks the petitioner reiterated the observation/direction made in order dated 17.09.2018 passed in CWJC No. 1868 of 2018 by this Court to the respondents/ Opposite Parties no. 1 to 8 through registered post on 27.11.2018 but no consequence thereon.

Despite repeated calls, none has appeared on behalf of the petitioner.

Accordingly, the present application is dismissed in default.
