Petitioner is aggrieved by the order dated 30.03.2012 passed by Collector, Purnea contained in Annexure-7. The Collector while exercising quasi judicial power is expected to act reasonably but the order does not indicate application of mind.

From perusal of Annexure-7, it appears that the Collector has not assigned any reason for dismissing the appeal. Considering the aforesaid, the order of the collector (Annexure-7) is hereby quashed. The matter is remitted back to the Collector, who is required to take fresh decision after

Patna High Court CWJC No.4351 of 2017(3) dt.21-12-2019 2/2 application of mind. Necessary decision in this regard must be taken within a maximum period of three months from the date of receipt/production of a copy of this order. With the aforesaid, the present writ petition stands disposed of.
