Informant Rajesh Kumar Sinha filed written report alleging inter alia that Shankar Mandal and Md. Istakar @ Md. Afsaar (petitioner) came at his site where construction work was going on and demanded rupees fifty lacs as rangdari so directed by Rana. He further disclosed that he happens to be associated with Gopal Kumar Sinha.

It has been submitted on behalf of petitioner that he was arrested on the same day i.e. 09.10.2016 and nothing incriminating has been seized from his possession.

Furthermore, it has also been submitted that not even a single farthing have passed. Furthermore, it has also been submitted that petitioner happens to be under custody since 09.10.2016. The learned Additional Public Prosecutor opposed the prayer.

Patna High Court Cr.Misc. No.55359 of 2016 (2) dt.23-12-2016 Regard being had to facts and circumstances of the case petitioner, Md. Istekar @ Md. Afsar @ Md. Ifftakar @ Md. Afsaar is directed to be released on bail on furnishing bail bonds of Rs.10,000/-(ten thousand) with two sureties of the like amount each, to the satisfaction of learned Chief Judicial Magistrate, Bhagalpur in connection with Kotwali (Adampur) P.S. Case No.540/2016.
