The vehicle of the petitioner was seized on the ground that the petitioner was carrying contraband liquor. Pursuant to the seizure of the vehicle, a notice was issued to him on 20.11.2013 calling for his explanation for consideration. However, without submitting any explanation to the Deputy Commissioner, Prohibition and Excise, Karimnagar for release of the vehicle,

the petitioner directly approached this Court and instituted this writ petition. Having regard to the facts and circumstances of the case, the Writ Petition is disposed of granting liberty to the petitioner to file his explanation to the notice dated 20.11.2013 within two (2) weeks from today and he shall also submit an application for release of the vehicle to the Deputy Commissioner, Prohibition and Excise and on receipt of such application and explanation, the Deputy Commissioner shall pass a reasoned order and communicate the same to the petitioner within a period of two (2) weeks thereafter. There shall be no order as to costs. Consequently, Miscellaneous Petitions, if any, pending in this writ petition shall stand closed.
