Perused the application. Perused the report of the bailiff. The report of the bailiff states that the respondent no. 1(f) and 1(h) "not found" on the given address. In other words, the said report is not to the effect that the address of said respondent no. 1(f) and 1(h) is not correct. Therefore, the applicants to take steps to serve the said respondents no. 1(f) and 1(h) by "regular mode". Considering the bailiff report that the respondent no. 1(g) and respondents no. 3(a) to 3(d) are not residing at the given address, which they had provided in the proceedings before the Administrative Tribunal Goa at Panaji, it seems that the said unserved respondents cannot be served by ordinary mode. Therefore, the substitute service is allowed as prayed, only to the extent of respondents no. 1(g) and 3(a) to 3(d).

Thus, the application succeeds partly. The application is disposed of, accordingly.
