Respondent PRAYER : Writ Petition is filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus directing the 2nd Respondent herein to conduct a detailed enquiry on the representation of the Petitioner, dated 24.09.2014 as per the Circular No.67, dated 03.11.2011 in proceedings C.No.52338/C1/2011 issued by the first Respondent, forthwith and within a reasonable time.

Heard the Learned counsel for the Petitioner and the Learned Additional Government Pleader for the Respondents. 2.According to the Petitioner, he had sent a detailed representation to the first Respondent on 24.09.2014 mentioning that the documents registered vide document No.10/2014 on the file of the Third Respondent is absolutely false and forged document by forging the signatures and impersonating the Trustees of the Trust etc.

3.The stand of the Petitioner is that the first Respondent had issued a Circular No.67, dated 03.11.2011 wherein a detailed order was passed authorising the second Respondent to invoke the power to decide the genuineness or bonafideness of the document registered before the competent registering authority/Third Respondent. The said Circular is upheld by the reported Judgment of this Court in 2014 (4) CTC 627 in the matter of RAMASAMY v. STATE OF TAMIL NADU.

4.The real grievance of the Petitioner is that as on date his representation dated 24.09.2014 addressed to the first Respondent has not met with any positive response and hence he has filed the present writ petition before this Court.

5.In view of the fact that the Petitioner's representation dated 24.09.2014 is pending on the file of the first Respondent without any progress whatsoever, this Court, in the interest of justice and fair play, directs the first Respondent to earnestly/seriously look into the representation of the Petitioner dated 24.09.2014 within a period of one week from the date of receipt of a copy of this order and thereafter, the second Respondent is directed to pass appropriate reasoned, speaking order on merits in a just, fair and dispassionate manner, within a period of three weeks thereafter (Ofcourse, after providing necessary opportunities to the Petitioner and others, if any, by adhering to the principles of natural justice).

6. With the above directions, the writ petition is disposed of. No costs.
