This writ petition has been filed seeking to quash the proceedings of the respondent, dated 26.12.2014, rejecting the request of the petitioner to conduct "Adal Padal" programme, to be held on 31.12.2014, in connection with Arulmigu Mandaiamman Kovil Festival. 2.Mr.B.Pugalendhi, learned Special Government Pleader, takes notice for the respondent. By consent, the writ petition is taken up for final disposal, at the admission stage itself. 3.Heard the learned counsel appearing for the petitioner and the learned Special Government Pleader appearing for the respondent. 4.According to the petitioner, it is the usual practice of the villagers to conduct such a cultural programme during temple festivals and when a representation, dated 26.12.2014, was made to the respondent seeking permission to conduct such a programme on 31.12.2014, the same has been rejected on the main ground that if such permission is granted, there is every chance for law and order problem.
5.Today when the matter is taken up for hearing, the learned Special Government Pleader submitted that on an earlier occasion, this Court by accepting the submission of the learned Government Advocate, imposed 23 conditions to conduct 'Aadal Padal' programme in W.P.(MD). No.3528 of 2014, and if the same conditions are imposed the respondent will grant permission to the petitioner to conduct such a programme. The conditions imposed by this Court in the above said writ petition are as follows:

6.The learned counsel appearing on behalf of the petitioner submits that the petitioner would abide by all the above said 23 conditions.
7.In addition to the above, today, the petitioner has come forward with an additional affidavit stating that no film songs or obscene songs would be played or any dance would be conducted based on such songs. It is also submitted by the learned counsel for the petitioner that such 'Aadal Paadal" programme will be based on various cultural activities of this Country and also to project the values of great epics like Mahabharatham, Ramayanam and other stories based on puranas. The additional affidavit of the petitioner and the submission of the learned counsel for the petitioner are recorded.
8.In view of the above, the impugned order of the respondent is quashed and the respondent Police is directed to give necessary permission, by imposing the above said conditions to enable the petitioner to conduct the programme on 31.12.2014. The petitioner is directed to observe the above conditions, strictly, during the programme. 9.It is brought to the attention of this Court by the learned Special Government Pleader that even after obtaining conditional orders from this Court, songs and dances pertaining to movies are performed in the name of Cultural Programme. I am of the view that if the programme can be videographed and shown before this Court, it would be helpful for the Court to initiate appropriate proceedings, including contempt proceedings, as it would amount to violation of the orders of this Court. Any one can videograph the Adal Padal and if police does not take any action against the persons, who violates the conditions, based on the videograph, action can also be initiated against the erring persons and police personnel who are deputed to prevent atrocities.
10.The writ petition is disposed of with the above directions. No costs.
