Heard learned counsel for the Parties.

This Writ Petition involves the following prayer:- "The petitioners therefore pray that your Lordship may graciously be pleased to admit this Writ application and issue a Rule NISI calling upon the Opp. Parties to file their show cause as to why this Writ application shall not be allowed and after hearing counsel from both sides this Hon'ble Court kindly issue a Writ in the nature of a Writ of "Mandamus" by directing the Opp. Parties specially the Opp. Party No. 2 and 6 i.e. the Collector, Balasore and Tahasildar, Baliapal respectively to settle and issue Record of Rights(R.O.R) in favour of the petitioner with regard to the Bhoodan Gifted land vide Annexure-1 of the Writ application as per order dated 13.05.2005 vide Annexure-2 and order dated 5.6.2017 vide Annexure-3 of the Writ application within a stipulated period as fixed by this Hon'ble Court for the ends of Justice and equity; And/or any other pass any other order/orders, direction/directions may be issued to as to give complete relief to the petitioner;
And for which act of kindness, the petitioners shall as in duty bound, ever pray.

The representation at the instance of the Petitioner vide Annexure-4 is directed to be considered by the Tahasildar, Baliapal also keeping in view the development through Annexure-1 and subsequent order at Annexure-2, by completing the entire exercise within a period of two months from the date of communication of a certified copy of this order along with a copy of the Writ Petition by the Petitioner.
